Mayor Emanuel Announces NATO Legacy Funds to Help Financially Revitalize Beverly Arts Center

Center Offers Classes in Art, Music, Dance, and Theater; Rotating Exhibitions of Art by Established and Emerging Artists; and one of the most Dynamic Performing Arts Programs in the City

CHICAGO--(ENEWSPF)--September 27, 2013.? Mayor Rahm Emanuel announced yesterday that $250,000 in privately raised NATO legacy funds will be donated to support the financial revitalization of the Beverly Arts Center (BAC). The center offers arts education programs and is the premier fine arts facility located in Chicago's historic Beverly/Morgan Park neighborhood.

?Chicago is home to a vibrant cultural and art community that continues to shape our future and promotes the vitality of our neighborhoods,? said Mayor Rahm Emanuel. ?For four decades, the Beverly Arts Center has given generations of children and families the ability to experience world-class art and art education. With this investment we will ensure Chicago neighborhoods remain a destination for creativity, innovation and the arts.?

The Beverly Arts Center is a nonprofit organization sustained by its members and community that offers multidiscipline, multicultural fine arts education, programming and entertainment for all ages. The BAC has classes in art, music, dance, and theater; rotating exhibitions of art by established and emerging artists; and one of the most dynamic performing arts programs in the city.

"Our community would have been devastated if the doors of the Beverly Arts Center were closed for good," said Alderman Matt O'Shea. ?Thankfully Mayor Emanuel, a handful of generous donors like the Baffes & McGunn families, and Representative Hurley recognize what a vital role the arts play in our community and they've secured funding that will keep the Beverly Arts Center strong for years to come."

From the outset, Mayor Emanuel committed that Chicago taxpayers would not be responsible for any of the costs associated with hosting the NATO Summit. Federal funds and private funds raised by the NATO host committee were used to pay for the costs associated with hosting the summit, and those costs came in under budget. The remaining private funds are being used where they are needed most ? directly in Chicago?s communities, to the direct benefit of Chicago?s residents.

The indie director Dan Sallitt is a filmmaker who?s slowly crept into my consciousness over the course of the past year. When his new film, The Unspeakable Act, opened last spring, I heard festival-going colleagues saying good things about it, but?as often happens with micro-budget self-financed indies without distribution?it spent such a brief time on so few screens that I wasn?t able to catch it before it disappeared. Months later, the college-age son of a friend, the kind of hungry young film scholar it?s good to have nipping at one?s heels, kindly lent me DVD copies of a few of Sallitt?s earlier films, which perched on the want-to-watch pile for more months while I dealt with the must-watch-imminently pile.

Then, in the course of reading about the complete Howard Hawks retrospective that?s currently (and majestically) unfurling at the Museum of the Moving Image, I came across Sallitt?s film blog, Thanks for the Use of the Hall, where he?s been archiving his thoughts about movies old and new since the mid-2000s. Sallitt?s writing on Hawks, a director he idolizes, was passionate, perceptive, and witty, some of the best criticism I?d read in a long time. (Before he took his current job in the computer industry in New York, Sallitt worked for a time as the chief film critic for the L.A. Reader.) Curious about how a guy who analyzed cinema so well would go about creating it, I headed for the want-to-watch pile, fished out the Sallitt movies, and programmed a little completist retrospective of my own.

It took only a weekend, since over the course of a 27-year career Sallitt has made four films: Polly Perverse Strikes Again! (1986), Honeymoon (1998), All the Ships at Sea (2004) and The Unspeakable Act (2012). (Three of the four films are available for sale or streaming online; I?ve linked the titles to the places you can find them.) They?re all quite different from one another, and even more different from anything else out there. Once you get used to the sometimes wonky production values?Polly Perverse is shot on flat-looking video, with an occasionally visible mic boom, and each subsequent film has gotten progressively sleeker-looking while retaining a certain DIY roughness?Sallitt?s films start to cohere into a fascinating work in progress. They?re all, in one way or another, intimate, small-scale domestic dramas?although ?drama? as a genre category seems somehow too stiff and formal for Sallitt, a slippery trickster who is often wickedly funny and who clearly enjoys messing with his audience?s expectations and their heads. All four films are highly verbal (?talky,? in the unnecessarily derogatory term), with densely written dialogue in which every line matters. And all four have moments of uncanny insight into the behavior of people in closely enmeshed, ambivalent relationships, whether it?s parents and children, siblings, or lovers.

Sallitt is a slippery trickster who clearly enjoys messing with his audience?s expectations, and their heads.

We?re only a few weeks away from the public launch of Windows 8.1, so Microsoft is making the final adjustments to the OS, just to make sure that all users will be allowed to download it without any issues.

The company has released a new update aimed at 8.1 Preview workstations supposed to prevent any errors that may show up when upgrading to RTM on October 18.

?This update will improve the user experience when you upgrade to the Release to Manufacturing (RTM) version of Windows 8.1 when it is released. After the update is applied, download failures and installation issues will be reduced when you upgrade through the Windows Store,? the Knowledge Base article 2880312 points out as noted by WindowsObserver.

Back in June when Microsoft officially launched the 8.1 Preview update for Windows 8 consumers, lots of users experienced download issues from the Store, mostly due to a number of errors experienced during the installation process.

This time, Microsoft apparently plans to avoid similar problems, so make sure you download and install the latest updates in case you?re running Windows 8.1 Preview.

Face value: Olay and Nivea favourites with Australian women

Are Australian women coming to terms with their wrinkles? In the year to June 2013, more than three quarters (76%) of Australian women bought face care products in an average six-month period, down from 80% in the year to June 2009, the latest research from Roy Morgan shows.

The highest proportion of women buying face care products were aged between 35 and 49: 79% of women in this age bracket bought something in an average six-month period (down from 84% in 2009) compared to 73% of those aged under 25 (down from 80%) and 72% of women 65+ (down from 73%).

Olay was the most popular brand, with 14% of women buying at least one Olay face care product. Nivea wasn?t far behind: 12% of women bought a Nivea product, while 6% bought Avon and 6% bought Dove. These brand rankings have been consistent over the last five years.

While Olay tops the list for women aged 25+, those under 25 prefer Nivea face care products.

When asked which qualities were most important to them when purchasing skin-care products, ?moisturising benefits? was cited most often by women of all age groups except for those aged between 25 and 34, for whom ?value for money? was more important.

?Olay and Nivea have remained the most popular face-care brands for the last five years, followed by Avon and Dove. All brands, however, have experienced declines in the proportion of Australian women buying them.

So, with health care exchanges set to open for enrollment on October 1st, we are just eight days away from the effective launch of Obamacare. And while Ted Cruz and his threats are soaking up a lot of attention, it's easy to lose sight of the fact we are very close to a pretty incredible day in the history of American health care.

And so, it is no surprise, the right wing has gone into overdrive in trying to shape the narrative of that day before it happens. Not least by once again sewing the seeds of misinformation about the impact of law.

Turns out, that wasn't so much confirmed as, well, untrue. As The Atlantic pointed out, top officials said the layoffs have nothing to do with Obamacare. That's a quote. and Frum and his allies don't have to it right, either.

...The trend in an increase towards part-time work precedes the passage of Obamacare. We should be clear on this. This is probably a larger structural labor market trend.

Look at this chart. ... There was indeed a huge spike in part-time work, but it came with the great recession in 2008 and the financial crisis:

Since then, involuntary part-time employment, that is, workers who would like to work full-time jobs but are stuck in part-time jobs, has actually trended downward.

This is part and parcel of the broader Republican case against President Obama, which is to basically blame everything that has happened because of the worst financial crisis in seven years, on the president himself.

It isn't to say there aren't employers who say Obamacare is forcing them to cut hours, but as economist Mark Zandi has pointed out, the claim that Obama care is causing some large-scale shift to part-time work is simply not borne out by the data.

If Obamacare is going to be the disaster conservatives say it will, we will all know that very shortly. There is no reason to lie about it ahead of time. If anything, Republicans should be excited for the experiment to start so they can be proven right. The fact that they're so intent on spinning ahead of time shows that they're actually nervous the thing's gonna work.

GOP's Cuccinelli in spotlight in pivotal Virginia debate

Virginia has changed from a solidly-Republican state to a true toss-up over the course of its past few elections. And at a pivotal debate Wednesday heading into a closely-watched governor's race, a looming question was put to the test: Can conservative Republican Ken Cuccinelli pull out a win in this rapidly-changing state?

From the opening, Democratic nominee Terry McAuliffe insisted that this campaign is about which candidate would "govern from the mainstream," a dig at his Republican opponent's deeply conservative record, especially on social issues like abortion and gay marriage.

Cuccinelli, the state?s Attorney General, countered with an experience argument, saying he is the only candidate who wouldn't need "on-the-job training," a swipe at McAuliffe's scant record of government service and his history as a Democratic Party operative.

The two candidates met for the NBC 4/ Washington Post debate in vote-rich northern Virginia less than seven weeks before an important election in this emerging swing state. A deeply negative campaign, the debate was no different ? Cuccinelli and McAuliffe wasted no time going directly at the other's vulnerabilities in a race that remains unpredictable.

But much of the debate saw Cuccinelli work to broaden and soften his image. He entered Wednesday's debate trailing McAuliffe in most polls, suffering deficits among women voters and Virginians in key suburban areas. He spoke repeatedly of his work to free innocent convicts and prevent sexual assault in hopes of breaking down his portrayal as a hard-charging conservative.

"No one up here has done more to protect women than I have," Cuccinelli said of himself and his challenger.

McAuliffe, by contrast, was all too eager to highlight the attorney general's past actions on abortion rights, and his comments about gay rights.

"Women are 50 percent of the workforce," McAuliffe told the moderator, NBC News' Chuck Todd. "You cannot grow an economy by putting walls up around Virginia."

The Democrat added: "There are consequences to these mean-spirited attacks on women's health, on gay Virginians," tying his case on social issues to a broader economic theme.

The thrust of Cuccinelli's case was to point out that McAuliffe has been, to this point, a career political operative with no elective experience.

"Terry McAuliffe doesn't understand how Virginia government works," Cuccinelli said. "Governor is not a good entry-level job, and that's what it would be for Terry."

Cuccinelli also riffed on his opponent's political connections by delivering a zinger: "If Terry's elected governor, we're going to have to change the state motto from 'Sic Semper Tyrannis' to 'Quid Pro Quo.'"

A key point where both candidates differed was on gun control. McAuliffe said he would support an assualt weapons ban and expanded background checks, while Cuccinelli said more emphasis on mental health could help prevent future tragedies like last week's Navy Yard massacre.

"Whatever rating I may get from the NRA, I'm gonna stand here and tell you today as govenror, I want to make sure that every one of our citizens in the Commonwelath of Virginia are safe."

Cuccinelli touted his work in helping those with mental illness, and said Virginia had made strides in that area.

"We have not found gun control to be effective in that area," said Cucinelli.

The debate has important political implications for a major election in a major swing state.

McAuliffe entered the debate with a modest lead over Cuccinelli in several different polls. An NBC4/NBC News/Marist poll conducted last week found McAuliffe leading the conservative attorney general 43 to 38 percent among likely voters, with Libertarian candidate Robert Sarvis trailing at 8 percent.

Historically, the governor's mansion in Virginia has gone to the candidate of the party opposite of whoever is in the White House; a year after Barack Obama was elected president in 2008, Virginians chose Republican Bob McDonnell as their governor ? reversing two straight terms of Democratic control in Richmond. If McAuliffe were elected, it would break with recent historic precedent, since Obama remains in the White House.

Political observers have also typically looked toward the Virginia governor's race ??which plays out a year after every presidential election ? as a key indicator of national political trends. When McDonnell was elected in 2009, it was interpreted as a harbinger of the Republican wave of the 2010 midterm elections. The Old Dominion's demographic changes and increasing competitiveness in statewide elections have helped the state emerge as one of the key electoral bellwethers in the nation.

The 2013 campaign in Virginia makes it difficult, though, to draw broad extrapolations. Both McAuliffe and Cuccinelli have run sharply negative campaigns against each other in a bid to disqualify the other in the minds of voters. Those attacks have taken a toll: 49 percent of likely voters express an unfavorable view of Cuccinelli, versus 31 percent who voice a favorable opinion; McAuliffe is seen favorably by 44 percent of likely voters, versus 36 percent who see him unfavorably.

Wednesday's meeting between the two candidates seemed unlikely to do much to change those impressions. Even on matters of policy, the candidates mostly declined to engage with specifics, preferring to pivot back to attacks against each other.

When pressed to specify which tax loopholes he would close to finance his tax cut plan, Cuccinelli responded: "There's literally scores of them."

McAuliffe was scarcely more specific about how much he would spend to fund his own spending initiatives.

The Democrat did slightly distance himself, though, from Obama and the current morass on Capitol Hill over how to fund the government and avoid a shutdown.

"I'd place a pox on everybody's houses," McAuliffe said. "Shame on everybody."

Cuccinelli also sought to remove himself from other conservatives in his party, almost disparaging Sen. Ted Cruz's all-night rant on the Senate floor on his opposition to Obamacare funding at any cost. A government shutdown, he said, would be espeically devastating to federal-government dependent Northern Virginia.

"He finished a sort of filibuster today, and at some point we've got to vote," said Cuccinelli. "I'd like to see Obamacare pulled out of the federal law, but we've got to keep moving forward and make compromises to get a budget."?

Wait, it's going to be how much for a "one-time" upgrade fee?

I bought a new iPhone 5S on Tuesday. It cost hundreds of dollars and in some sense is a waste of my money since my existing phone works fine. But I love gadgets, so what the heck. Except excitement about the new phone rapidly turned to outrage as I reached the very last step of the process. In addition to the price Apple was charging me, I had to fork over $30 to Verizon for no reason.

Well, not for no reason. I had to do it because otherwise I couldn?t get the phone.

But the money?s not in exchange for any kind of service. I already pay Verizon?handsomely?for the privilege of connecting my phone to their network. About a year ago, I committed to pay them every month for a two-year span. So as of this September, I can?t buy a phone on another carrier without paying Verizon a healthy cancellation fee, and I can?t buy a Verizon phone without forking over a ?one-time upgrade? fee. Except, of course, there?s nothing one-time about it. They charge the fee any time you want to upgrade. AT&T charges $36!

Leon Ford Jr., the then 19-year-old who was shot by Pittsburgh Police officers November 2012, during what many believe should have been a routine traffic stop in Highland Park, and is now paralyzed, has filed a civil rights lawsuit against the Pittsburgh Bureau of Police, three Pittsburgh police officers, and the former and acting police chiefs.

On Sept. 18,? Ford, 20, filed a lawsuit against the Pittsburgh Bureau of Police, officers David Derbish, Andrew Miller and former Pittsburgh police officer Michael Kosko, former police chief Nate Harper and acting police chief Regina McDonald accusing them of using excessive force, unlawful search and seizure and violation of due process.

It was on Nov. 12 that Ford was pulled over for a traffic violation at the intersection of Stanton Avenue and Farragut Street in Highland Park. Authorities say while they were questioning him, Ford began to reach for what they thought was a gun. Derbish then opened the passenger door of the vehicle, reached in to grab Ford?s hand, and Ford allegedly began to drive off, dragging Derbish along. Derbish then shot Ford multiple times. No gun was ever found and Ford?s? wounds to the chest left him paralyzed from the waist down.

Ford was charged with aggravated assault, recklessly endangering another person and resisting arrest.

Elizabeth Pettinger, director of the Pittsburgh Citizen Police Review Board, said there is an active investigation into the officer?s actions, but that she is waiting for District Attorney Stephen Zappala Jr.?s ruling on the officers? conduct before she can move forward.

But although there is an active investigation into the officers? actions that night, it has been confirmed that both Derbish and Miller are active and working on Pittsburgh streets.

?It is my personal opinion that they have not done a full investigation and that they (Derbish and Miller) should not be working on the streets,? said Monte Rabner, Ford?s lawyer.

Attempts were made to speak to Ford?s father, but calls were not returned.

According to Rabner, a hearing is scheduled for October.

Although Fairfax Financial is offering to pay $4.7 billion to acquire BlackBerry and take the company private, it?s still giving the BlackBerry board of directors some time to shop around for better offers. The chances of BlackBerry scoring a deal better than the one Fairfax is offering seem decidedly slim at the moment, however. Per Barron?s, Citigroup analyst Jim Suva writes that Fairfax likely went public with its buyout proposal to spur other bids in the company, an event that he describes as ?unlikely.? What?s more, Suva thinks that Fairfax may have difficulty raising the capital it needs to buy BlackBerry because ?the severity of [BlackBerry's] business fundamentals deterioration poses a real risk in this transaction.?

What Sony's PlayStation Timetable Says About the Industry

The Nov. 15, 2003 North American launch of the PlayStation 4 will be the first time a Sony (NYSE: SNE??) (NYSE: SNE??) (NYSE: SNE??) console has not debuted first in Japan (the new system is slated for an early 2014 launch in Japan). On the other hand, Sony's recently-unveiled PS Vita TV will hit Japanese stores on Nov. 14, 2013 and not make it to North America until sometime in 2014.

Perhaps even more so than in the West, the Japanese gaming industry exists in a state of transition. What does Sony's release timetable for its PlayStation platforms say about the industry and the direction it is heading?

Sins of the father
The PlayStation 3, overseen by the father of PlayStation, Ken Kutaragi, got off to a slow start. The system featured highly complex and specialized architecture that impeded early development efforts on the system. Its CELL processor required that software be coded to the unique specifications of the machine in order to achieve optimal results. As such, the majority of multiplatform software released in its lifecycle performed better on the Xbox 360.

This helped Microsoft (NASDAQ: MSFT??) to establish its system as the preferred HD choice for gamers in North America. The PS3's complex architecture also created problems for Sony in Japan. Most Japanese publishers were ill-equipped to handle the transition into HD development, and the difficult to develop for PS3 only made matters worse. The system launched with a high-price point, leading to slow sales, until the issue could be remedied, and encouraging the Japanese gaming public to continue their focus on handheld devices.

An eye for design
The PlayStation 4 is Sony's first home console to be primarily designed by a Western team. The project was spearheaded by industry veteran Mark Cerny, who fought for the console's adoption of developer-friendly X86 hardware and looks to have done a commendable job in shaping the product for success.

Cerny recently stated the reason the PlayStation 4 would not launch in Japan until 2014 is a lack of software that appeals to the Japanese consumer base. The idea of a PlayStation console launching without games that speak to the Japanese populace would seem to border on absurdity, but the industry has changed.

Getting outplayed
Most Japanese publishers currently exist in a state of weakness. Flashback to the mid-90s when gaming was dominated by the island nation, with Western developers and publishers trying to establish their position in the market. On the strength of popular media imports like Pok?mon?and Dragon Ball Z, the Japanese anime aesthetic was becoming increasingly popular on Western shores, and it seemed unthinkable that there would come a time when the Japanese did not shape the gaming industry.

Companies like Squaresoft, prior to its merger with then-rival Enix, achieved tremendous success on the PlayStation and the PlayStation 2 and began plotting ill-fated media expansions that involved costly CGI films. Almost across the board, Japanese publishers failed to prepare for the HD era.

Some, like Nintendo (NASDAQOTH: NTDOY??) (NASDAQOTH: NTDOY??) (NASDAQOTH: NTDOY??) , are still having trouble with the switch. Heading into the latest console cycle, the Japanese industry is in disarray, and its assets seem like a little more than an afterthought.

Japanese publishers simply did not position themselves for the rising costs and demands of the console gaming market. They are failing to create software that has appeal outside of niche markets. Game series like Final Fantasy, Metal Gear Solid, and Resident Evil once spearheaded the push to make gaming a more immersive and emotionally-driven experience. Each of these series has lost relevance in recent years, trying to incorporate elements of Western design and often losing aspects of their appeal brand identity in the process.

As Western development has come to define the console space, Japanese efforts have become focused on handheld gaming and the mobile market. Companies like Capcom, Konami,?Namco, and Square Enix are now positioning themselves for futures that look largely dependent on mobile and F2P models because they lack the resources for large-scale development. For example, Capcom, a name once synonymous with quality and some of the biggest franchises in gaming, has an approximate $152 million in cash. That's about 2 to 3 failed AAA releases away from being broke.

What does this mean for other platform holders?
Microsoft?seems to have given up on Japan as a viable territory. After devoting substantial resources to bringing exclusive Japanese-developed content to its Xbox 360, there exists no comparable effort for the Xbox One. The system's media center features are geared toward a Western audience, and the device does not need to achieve good Japanese traction to be a success for Microsoft.

Meanwhile, Nintendo's Wii U has proven to be a non-starter in the territory. Nintendo-published titles like Pikmin 3 and The Wonderful 101 have failed to jump-start the system, with the latter being a major sales disaster. Nintendo will continue to receive Japanese support for its 3DS handheld even if publishers are spurning the Wii U, though markedly less than it saw with the original DS handheld. As a publisher, Nintendo is still strong, but its handling of HD development and the Wii U are troubling for the future.

Setting sun?
With Microsoft writing off Japan and the Wii U a resounding dud, it is not surprising that Sony chose to delay the home territory launch of the PlayStation 4. By focusing on its PS Vita and PS Vita TV, the company has the chance to appeal to the current Japanese market and ready the right software to make its new device more appealing. The state of Japanese game development makes Sony's ecosystem and release strategy a sensible one, but it is also worrying for the state of the industry at large.

Continue to fund our troops during a government shutdown/default

Please support this petition and ensure pay for our military in the event of a government. Shutdown/ default. As a military spouse. I see firsthand the daily sacrifices that our brave men and women in uniform endure. Most of them have faced numerous deployments, spending months away from their beloved family. They miss birthdays, holidays, first steps, and a multitude of other occasions and never as much as think twice about it. They serve this great country with every ounce of their being and I could not be more proud of each and everyone of them. Despite their efforts and numerous sacrifices however, our troops pay is continuously being used as a bargaining chip in a game of political chicken. The never ending political gridlock is now, once again threatening a shutdown which will halt our pay. What will it take for somebody to have the courage to stand up for those who have fought so hard for the very freedoms we as Americans enjoy?? These brave souls should not be punished because our elected officials in Washington can not work together and get the job done. If congress can get paid for NOT doing their job, so too should the military receive pay for DOING theirs!!

Incredible Technology: How Solar Sails Could Propel the First Starships

Sail ships might be the spacecraft that first take human technology to distant stars.

Giant sails propelled by the sun's or a laser's energy could be the most viable option for in the not-too-distant future, James Benford, a physicist associated with Icarus Interstellar, a non-profit group devoted to finding a way to travel to another star system, said during a panel at the Starship Congress conference in August.

Large and lightweight sails could allow unmanned probes to travel interstellar distances within a somewhat reasonable time frame, Benford said. [ ]

Rockets won't do the job "because we haven't gotten fusion yet," Benford said. "Beyond that is antimatter rockets that suffer not only from a very difficult design problem, but the absence of the fuel."

That leaves sail ships. "I would say that I think sail ships are going to be the first starships, because we know how to do it," Benford said.

A in space works almost like a ship sailing on the seas. Engineers can use photons emitted by a star to both propel and steer a spacecraft.

Benford also has been working with laser technology to gather more information about how to propel sails outside the solar system using a "beamer." The structure would use lasers, or perhaps microwaves, directed on the sail to push it ever farther into deep space.

An extremely lightweight 62-mile-wide (100 kilometers) sail unfurled close to the sun could make an interstellar voyage in 1,000 years, said Les Johnson, deputy manager of NASA's Advanced Concepts Office at the space agency's Marshall Space Flight Center in Huntsville, Ala.

"For you and me, 1,000 years is a long time," he said. "But don't forget: There was civilization 1,000 years ago; there was record keeping 1,000 years ago ? We don't have the capability of building this today ? but if we were [launching a mission], certainly someone would turn on the radio transmitter and listen for the data to come back in 1,000 years."

NASA is planning to launch a spacecraft equipped with in November 2014. The Sunjammer ? named for a solar-sailing ship in an Arthur C. Clarke short story ? will be used to monitor space weather and to demonstrate how this advanced technology could be used in future missions.

Although it will be the largest at about 124 feet (38 meters) on a side, won't be the first solar sail to fly in space. In June 2010, Japan's Ikaros probe unfolded its 46-foot-wide (14 m) solar sail and became the first spacecraft to cruise for interplanetary distances using sunlight alone.

Solar sailing isn't new; in fact, it's been around for half a century, Johnson pointed out. "It was first demonstrated in space ? that I'm aware of ? with the big echo balloons that were inflated in space in the early 1960s by NASA ? big, reflective Mylar-type balloons," he said. "And because they were spherical, symmetric, you didn't have any control ability, but essentially, these looked like perfect reflectors."
